TOWN OF WOLCOTT PUBLIC HEARING

 

The Council of the Town of Wolcott met Tuesday, July 18, 2017 immediately following the Public Hearing on proposed Ordinance No. 2017-12, An Ordinance Amending the Billing Cycle, Flat Assessment Fee and Parcel Considerations of Ordinance No. 2013-03 An Ordinance Amending the Stormwater Assessment Fee in Accordance with Wolcott Town Ordinance No. 2010-02, An Ordinance to Establish the Fee to Provide Revenue to the Stormwater Fund in the Community Room of the Wolcott Town Hall for a Public Hearing to provide interested citizens and taxpayers an opportunity to express their views on the proposed Additional Appropriation Resolution No. 2017-16 for the Rainy Day Fund; Other Services & Charges and Personal Services.

Council President Michael A. Yelton; Vice President, Fred A. Young; Tina M. Orns and Michael J. Johnson.   

 

Others Present:

Clerk-Treasurer, Tammy L. Seward; Water/Street Superintendent, Robert Thomas; Wastewater Superintendent, Chad Reynolds, and Town Marshal, James M. Herre. Also present were White County Building & Planning Executive Director, Colin Betts; Vince Sommers of  Commonwealth Engineering, Inc.; Marc Rape, Project Engineer of Strand Associates, Inc.; Shawn Cain, Kankakee-Iroquois Regional Planning Commission Grant Administrator; Mark McCarty, Star Development Inc. Grant Administrator; Princeton Township Trustee, Thomas Bajzatt; Residents, Robin Foley, Leroy Simon, Matt Orns, Daryl Orns, Darwin Miller, Billy Sallee, and Barbara Lawson of The New Wolcott Enterprise.

 

Council President, Michael A. Yelton opened the Public Hearing, and then read the Additional Appropriation Resolution No. 2017-16 for the 2017 Budget, requesting an additional appropriation of $9,000  for the Rainy Day Fund; Other Services & Charges for the Blight Clearance Project Grant Local Match; and $5,000 for the Rainy Day Fund; Personal Services for the Town Attorney Fees Reserve.

 

Council President, Michael A. Yelton, upon reading the Resolution, asked if there were any questions.  Resident, Billy Sallee requested clarification of the reason for the additional appropriation request.  The Clerk-Treasurer, Tammy L. Seward explained that $10,000 was the 2017 Budget amount appropriated in the Rainy Day Fund and $17,833 is needed to finance the local match of the Blight Clearance Project Grant.  In addition, the Town Attorney receives an annual retainer and $10,000 was the 2017 Budget amount appropriated from the General Fund for legal services; and currently the remaining retainer balance is approximately $2,500.  Mrs. Seward added that the additional appropriation request of $5,000 will be treated as a reserve and will be expended upon exhaustion of the current retainer; and if all funds are exhausted from the retainer prior to year-end.   Resident Billy Sallee then inquired as to what happens to the funds if they are not expended.  The Clerk-Treasurer, Tammy L. Seward stated that the funds will remain in the Rainy Day Fund. 

 

All Council Members in attendance approved and signed the Additional Appropriation Resolution.
