Council President Michael Johnson opened with the pledge to the flag.
Voting in new Council President and Vice President: Council Member Darwin Miller nominated Council Member Jerry Leitz. Council Member Darwin Miller made the Motion. Council Member Rex Pearson Second the motion. Motion carried 3-0
Council Member Rex Pearson made a motion for Council Vice President to become the President. Council Member Darwin Miller second the Motion. Motion carried 3-0
At this point Council Vice President Jerry Leitz takes over as moderator on the Council Meeting.
Department Heads Reports:
Robert Thomas Water and Street Supervisor: no report
Marshal James Herre: Everything is going well
Fire Chief Kenneth Burns: Everything is going well. Distributed 21 food baskets in town from the Good Fellows.
Steve Young Sr. Ambulance Director: Report given by Betty Hoster. Need for the residents to put numbers on
Their homes. With the up swing on the Covid, it makes hard to go to the homes with emergencies. Not having visible numbers on your house is not only an ordinance violation but it is also a zoning violation.

Michelle Earney July 4th Committee: Looking to have the bounce houses back for 2022
George Blissett Wolcott Main St Committee: Trying to get grants. Putting together a working plan. The Main St Committee have a meeting with OCRA about a grant Jan 18th.
Jacob Ahler Town Attorney: No Report
Pamela Bennett Clerk-Treasurer: Asked if we could have Council Member Michael Johnson sign checks because of Council President Cameron Emond’s work schedule at times. Town Attorney Jacob Ahler make sure that can be done. Council Member Rex Pearson made the motion to table. Council Member Michael Johnson Second the motion. Motion carried 3-0
Primary Banking institutions for the Town of Wolcott: Council Member Darwin Miller made the motion to keep Bank of Wolcott as the town’s primary bank. Council Member Rex Pearson second the motion. Motion passed 3-0
Primary News Papers for the Town of Wolcott: Council Member Darwin Miller made the motion to Keep The Herold Journal and The new Wolcott Enterprise as the newspaper for the town. Council Member Rex Pearson second the motion. Motion carried 3-0.
Membership’s: Council Member Michael Johnson made the motion that we pay dues to AIM, Impact, ILMCT, Alliance water, AWWA, and IACT. Council Member Darwin Miller second the motion. Motion carried 3-0

Food Pantry Coordinator Sandy Miller: There were 45 cars at the food give away Dec 15,2021
Joe Rogers Area Plan: Mr. Rogers presented the zoning maps. Council Member Darwin Miller made the motion to approve the zoning maps. Council Member Rex Pearson Second the motion. Motion passed 3-0
Council Member Darwin Miller asked Mr. Rogers what could be done to make sure that there were no apartments on the main floor of the buildings on Market St. Downtown is zoned B-4. It can be rezoned B-2 for no apartments at all or B-1 so that there can be apartments on the second floor. Mr. Joe also said that an Overlay Zoning will protect the land o The town will have to pass a resolution and turn it into the area plan. Mr. Joe will look into what can be done and give a few options.

Robert Bellucci CommonWealth: Presented the #7 Request for payment for the WWTP Construction. $522,827.80.

The agreement between The Town and Farney Service Center. The town needs to go onto Farney Service Center Property to Bury a Pipe deep enough in front of the business. The town is going to run some new piping for Farney’s.

Residents Comments:
Resident Marilyn Young Voiced Concerns about trash not being picked up on Burke St. Town Clerk-Treasurer Pam Bennett said she would make a call to Waste management.
There was some tree work done on Anderson St. The Chipper made ruts in a yard. Bob is going to take care of bringing Dirt down to fill in the ruts.
